MEMORANDUM FOR THE JAPANESE GOVERNMENT.
THROUGH : Central Liaison Office Number 1.
SUBJECT : Funds for Occupation Forces.
1. It is desired that your office take the necessary steps to have the Minister of Finance direct the Bank of Japan to place to the credit of Lieutenant Colonel Maurice Edelman, Finance Department, Funding Officer, Government Section, General Headquarters, United States Army Forces, Pacific, such sums as he may request which may be necessary for expenditures of the occupation forces. It is understood that the cost of printing, handling and distribution of these funds will be borne by the Imperial Japanese Government.
2. It is further desired that the necessary arrangements be made with the Bank of Japan to transfer by mail or telegraph from this credit to its branches and correspondent banks such sums as the Funding Officer may direct to the credit of and for the use of Disbursing Officers.
3. Payments will be made from these credits by cash or check as may be preferable to the respective Disbursing Officers.
4. Acknowledgement of these instructions is requested, together with a report of the action taken.
